Josh Brolin will star in Cartel, replacing Sean Penn in the Universal Pictures drama. Variety reports that director Asger Leth will start shooting the project in Mexico City in January. Brolin will plaly a man protcting his son after a Mexican drug cartel kills his wife. Penn left the project in June.
